THAT Report No. DS-40-2025 regarding Official Plan Amendment & Rezoning File No.: OPA-02-24 & Z12-24 be received; THAT Official Plan Amendment File No. OPA-02-24 and Zoning By-law Amendment File No. Z12-24 for lands municipally described as 89 Sandy Lane and 4 County Road 18 and legally known as Part of Lots 2-3, Concession 1, South side of East Lake as in PE165099; S/T PE49479; in the Ward of Athol be approved; THAT a By-Law to amend the County's 2021 Official Plan and adopt Official Plan Amendment No. 10 for the lands located at 4 County Road 18 and 89 Sandy Lane; Ward 5 (Athol), as listed on the August 20, 2025 Planning & Development Committee meeting agenda, be approved; THAT a By-law to amend the County's Comprehensive Zoning By-law 1816-2006 for the lands located at 4 County Road 18 and 89 Sandy Lane; Ward 5 (Athol), which incorporates the deletion of the Special Trailer Park Commercial (TPC-10) for the subject lands, as listed on the August 20, 2025 Planning & Development Committee meeting agenda, be approved. THAT staff be directed to ensure all the recommendations of the Cambium Study regarding Scoped Noise Impact Study, 89 Sandy Lane, Cherry Valley, Ontario dated May 21, 2025 be incorporated in the site plan approval process. By-Laws for Consideration 13.1 The following By-Laws were recommended for adoption:
