THAT report CLS-28-2025 regarding a by-law to regulate access to and usage of municipal rights of way be received; and THAT a By-Law, as listed on this agenda, being a By-Law to Regulate Access to and Usage of Municipal Rights of Way in the County of Prince Edward be approved; THAT the permit fees, as set out in Attachment 2 to this report, be approved and that the By-Law 145-2024, being a By-Law to Establish Fees and Charges for Services, Activities, Information or Use of County Property, be amended accordingly to include these fees; THAT staff be directed to apply to the Ontario Court of Justice for approval of set fines under Part I of the Provincial Offences Act for contraventions of By-Law XX-2025, as set out in Attachment 3 to this report; and THAT the implementation of Administrative Monetary Penalties for contraventions of By-Law XX-2025, as set out in Attachment 4 to this report, and that By-Law 4519-2019, being a By-Law to Establish a System of Administrative Penalties for Non-Compliance with By-Laws of the County of Prince Edward, be amended to include By-Law XX-2025 as a Designated By-Law thereunder be approved. 11.3 Report of the Development Services Department dated September 23, 2025 regarding the York Street Reconstruction Tender Award.
