THAT report CSP-21-2025 regarding the Community Safety and Well-being Plan Program Updates on Poverty Reduction and the Municipal Financial Relief Grant be received; THAT Council endorse a whole-community approach to raising awareness of and developing strategy around poverty reduction, based on the Bridges Out of Poverty model; THAT $20,000. in unspent funds from the 2025 Community Grants budget be carried forward to continue municipal activities related to food security in 2026; THAT $473,000. be considered for inclusion in the 2026 Operating Budget to fund the Municipal Financial Relief Grant program, with $56,000 of this being a carry forward of unused funds from the 2025 Municipal Financial Relief Grant budget; and THAT staff continue to work with the Poverty Reduction Action Team, as part of the Community Safety and Well-being Plan, to: a. Refine Municipal Financial Relief Grant eligibility guidelines and procedures for 2026 and return to Council in Q1 2026 with specific recommendations; and, b. Work with residents living on low incomes to develop recommendations for poverty reduction initiatives and the Municipal Financial Relief Grant for 2027 and beyond. Councillor Nieman requested that clause 4 of the Motion 2025-544 be voted upon separately.
