THAT Council direct staff, with the support of Watson & Associates, to produce a forecast of water and wastewater rates for the period 2027 - 2031 based on current knowledge and with the understanding that such forecasts will be preliminary and subject to revision as the rate study process proceeds but nevertheless helpful to the Committee in fulfilling its responsibilities; and THAT such initial forecast be presented to the Water & Wastewater Rates Community Committee at a special meeting in February 2026.
