THAT staff be directed to proceed with the Service Delivery and Organizational Review, as well as the Non-Union Compensation Review as included in the draft 2026 Budget; THAT staff be directed to maintain the 2026 staffing complement as proposed and included in the final approved budget, with any future staffing changes or additions to be considered only after the results of these reviews are approved by Council in 2026; and THAT Motion 2025-101, passed February 25, 2025, be rescinded as the direction related to staffing restrictions was tied to the 2025 Operating Budget and is no longer applicable for the 2026 Budget cycle; and that staffing authority for 2026 be governed by the reviews and recommendations outlined in this report. Councillor Engelsdorfer declared a pecuniary interest for the advertising budget allocations within the 2026 operating budget as he is the owner of the Wellington Times and his business benefits from advertising revenue. 12.9 Community Services, Programs & Initiatives Department Councillor Prinzen arrived to the meeting at 9:12 a.m. Councillor Grosso and Councillor Roberts arrived to the meeting at 9:18 a.m.
