THAT Council receive report FIN-01-2026 regarding the 2026 Budget - Final Report; THAT Council authorize the use of $143,500 from the Operating Year-End Carry-Forward Climate Reserve, $150,000 from the Municipal Accommodation Tax (MAT) Reserve, and $96,979 from the Waste Diversion Reserve to offset the 2026 operating levy increase resulting from the Ontario Provincial Police (OPP) contract; and THAT Council adopt the following resolution: WHEREAS, section 7(1) of O. Reg. 530/22 requires the head of Council to prepare a proposed budget for the municipality on or before February 1st of each year; WHEREAS, Mayor Ferguson has expressed a desire to maintain the historic collaborative approach to annual budget deliberations as evidenced by the meetings in December 2025; WHEREAS, section 7(3) of O. Reg. 530/22 indicates that Council may pass a resolution making an amendment to the budget proposed by the Head of Council within 30 days of receiving the proposed budget, WHEREAS, section 7(4) of O. Reg. 530/22 permits Council to pass a resolution to shorten the 30-day period to make an amendment to the budget proposed by the Head of Council; WHEREAS, section 7(7) of O. Reg. 530/22 permits the Head of Council to veto a Council amendment to the 2026 Budget; THEREFORE, BE IT RESOLVED THAT in accordance with section 284 of the Municipal Act, and O. Reg. 530/22, Mayor Ferguson issue a Mayoral Decision to propose the 2026 Operating and Capital Budgets; THAT Council shorten the 30-day period to amend the budget proposed by the Head of Council to today’s date (January 13, 2026); and THAT Mayor Ferguson shorten the prescribed veto period from 10 days to today’s date (January 13, 2026) thereby adopting the 2026 Operating and Capital Budgets for the Corporation of the County of Prince Edward as of January 13, 2026. 8.5 Recommendation of the Built & Cultural Heritage Advisory Committee from its December 10, 2025 meeting regarding Heritage Permit Application HP-15-25 for 155 Picton Main St
