Council recessed at 9:11 p.m. and reconvened at 9:21 p.m. Items for Consideration 11.1 Report of the Development Services Department dated March 10, 2026 regarding Bloomfield Main Street Rehabilitation Tender Award In accordance with the Municipal Conflict of Interest Act, Councillor MacNaughton declared a conflict of pecuniary interest on item 11.1 regarding the Bloomfield Main Street Rehabilitation Tender Award as her daughter is employed by one of the invested merchants. She refrained from participating or voting on this matter and vacated the Council Chambers. Due to Councillor Harrison's declaration of pecuniary interest, he refrained from participating or voting on this matter and vacated the Council Chambers. The main motion was put on the floor by Councillors St-Jean and Nieman. A question and answer period ensued regarding: • delays due to weather being mitigated; • the prioritization of the business section of the road for reconstruction; • how there are 3 sections of the storm sewer pipes in the downtown area that can be done within one week; • the lessons learned from the construction work in Wellington; • concerns expressed regarding communication, timeline, and proactive outreach; • the communications plan; • the benefits of having a site inspector during the construction period; • why option '3' was not preferred; • consideration of longer working hours and weekend work to meet the deadline; and • how 90% of this project is funded by the Connecting Links grant.
