THAT Council direct staff to provide an analysis and forecast of the County’s debt position, to include: A maturity profile in annotated bar graph form with demonstrating a year by year maturity profile of the County’s debt; This should include both short term liabilities expected to become long-term debt as well as existing long-term debt; A report showing the municipality’s gross annual interest expense, and interest income for the last five years and a forecast for the next five years; A bar graph showing the municipality’s reserve position for the last five years and a forecast for the coming five years; A bar graph of debt service (principal repayment and interest) over the past five years and a forecast for the next five years; A sensitivity Analysis/stress test of the municipality’s interest costs employing the current weighted average of our interest costs, interest costs were interest rates to remain at recent provincial long term peaks (20 or 30 year) and historic lows; Prepare an analysis in keeping with the Provincial Ministry Recommendations showing over the last five years and forecast five years • debt per capita • debt service per capita • debt service as a percentage of revenue • debt service as a percentage of municipal levy • a comparison of the County’s position compared to our regular group of peers; and THAT these findings be presented to the Audit Committee at a meeting in July 2026.
