WHEREAS the County of Prince Edward and the Waring's Creek Improvement Association entered into Minutes of Settlement executed in February 2008; WHEREAS the Cold Creek Subdivision application underwent a detailed review process, including a decision at the October 16, 2024 Planning and Development Committee, ratification by Council on November 12, 2024, and a subsequent motion to reconsider approved by Council on November 26, 2024; WHEREAS Council approved the application on February 11, 2025, via Motion 2025-62, and received legal advice regarding the implementation of the 2008 Minutes of Settlement; AND WHEREAS this file involved unique administrative procedures, complex jurisdictional matters, serious irregularities, and significant community feedback that offer tangible insights for future municipal operations; THEREFORE BE IT RESOLVED THAT Council directs the Chief Administrative Officer to provide a "lessons learned" report, including a chronological timeline of the file, to serve as a resource for managing future complex planning applications and inter-agency agreements for Q1 2027.
