WHEREAS the County of Prince Edward Procedural By-law governs the rules of order and proceedings of Council and its committees to ensure efficient, predictable, and democratic decision-making; WHEREAS the current threshold for a motion to reconsider a matter may not fully reflect the parliamentary safeguards recommended in standard authorities, which seek to prevent repetitive debate on decided issues; WHEREAS Robert’s Rules of Order recommends a two-thirds (2/3) majority vote for motions to reconsider, to protect the stability of assembly decisions and ensure broad consensus; NOW THEREFORE BE IT RESOLVED THAT Prince Edward County Council approves the amendment to the Procedural By-law to establish that any motion to reconsider a previously decided matter shall require a two-thirds (2/3) majority vote of the members present and voting; and THAT the necessary amending by-law to give effect to this change, as listed on this agenda be approved. 11.7 Resolution from Councillor Nieman seeking Council support to reconsider motion 2026-117, which amended Schedule "C" of By-Law 75-2021 (the Parking By-Law)
