THAT report HD-02-2026 regarding the Housing and Homelessness Update be received for information. 11.2 Supplemental Report of the Corporate and Legislative Services Department dated February 24, 2026 regarding the Administrative Monetary Penalties By-Law Update The main motion was put on the floor by Councillor Engelsdorfer and Councillor Prinzen. A discussion period ensued regarding: • the cost benefit analysis of the Administrative Monetary Penalties (AMP) process; • the consultations taken through the development of the report; • the impact of the service delivery review on this process; • the registered mail process and if there is an alternative location in Prince Edward County; • permitting email notification; • if there is discretionary power for By-Law Officers; • the notice provisions for a notice and appeal; • appreciation for the changes and flexibility in the AMP program; • ensuring there is inclusive language in the By-Laws; • how there may not be rural delivery to P.O Boxes; • expanding AMP's to other areas, and how the fines stay within the municipality; and • the number of fines that have been issued under Fire Services.
