Items for Consideration 6.1 Report of the Development Services Department dated June 25, 2026 regarding Supplementary Report - Implications of Updated Population Growth Forecasts for Infrastructure Planning Cristal Laanstra, Director of Development Services and Garrett Osborne, Project Manager provided a PowerPoint presentation. A question and answer period ensued regarding: • the financial state of the municipality and impact on housing; • the modular water/ wastewater unit options; • the estimated $37 million project cost and its funding sources, noting that the Housing-Enabling Water Systems Fund grant is strictly contingent on enabling housing units, and that while Provincial and Federal grants are funded separately, they require one another to meet their mutual objectives; • the impact on the wastewater rates in scenario #2B and phased approach; • ensuring the growth projections are updated every 5 to 10 years; • leveraging the development opportunities in Prince Edward County; • how the Housing-Enabling Water Systems Fund grant is contingent on enabling housing units; • the potential vulnerability of the single water supply from Lake Ontario; • the need for mitigating efforts against unforeseen project issues through appropriate design, a strong understanding of local topography, and informed decision-making; • how the detailed financial study will include a sensitivity assessment to quantify the risk; and • demographics. Councillor MacNaughton vacated the meeting at 3:16 p.m. and Committee recessed at 3:16 p.m. and reconvened at 3:30 p.m. with all members present save and except Councillor St-Jean and Councillor MacNaughton. Adam Goheen, CAO clarified that the referenced 1% growth rate does not commit the municipality to any specific project plan.
