THAT report DS-41-2026 regarding the Supplementary Report on the Implications of Updated Population Growth Forecasts for Infrastructure Planning be received; THAT Council adopt a County-wide growth rate of 1.0% as per the 2025 Growth Analysis Study on capital works infrastructure planning; THAT Council direct staff to prepare a detailed financial strategy and hold public engagement for the 1.0% Growth Rate Scenario #2B; THAT Council direct staff to engage in negotiations with all parties proposing major development in Picton and Wellington for the potential of pre-payment agreements between the developers and the Municipality that would contribute to the infrastructure costs required over the next 25-year infrastructure planning horizon, to be included in the detailed financial strategy; THAT Council direct staff to investigate and apply for any and all grant funding opportunities to support a delivery of the 1.0% Growth Rate Scenario #2B, accompanied by notification to Council; and, THAT Council direct staff to complete the required Municipal Class Environmental Assessment (MCEA) Amendments, with a maximum of $175,000.00 to be funded from the Studies Reserve. 6.2 Report of the Development Services Department dated June 25, 2026 regarding Development Charges Reduction Program
