THAT report OPS-21-2026 regarding the Prince Edward County Climate Action Plan be received; THAT Council adopt the Climate Action Plan, available as Attachment 1 to this report, as the guiding framework for integrating climate mitigation and adaptation considerations into municipal decision-making, operations, plans, policies, strategies, and programs; THAT Council direct staff to update the Climate Lens assessment in Council reports to include reference to the Climate Action Plan; THAT Council direct staff to conduct a Climate Risk and Vulnerability Assessment as the initial action as outlined in the Plan and update the Climate Action Plan to incorporate the results; THAT Council direct staff to schedule quarterly grant reviews for external funding opportunities that support the implementation of the Plan; THAT Council direct staff to report annually to Council and the public on progress toward implementing the Plan (i.e. annual report card, website, newsletter, socials); and THAT Council direct staff to bring an increase to the Climate Reserve Fund to the 2027 Budget for consideration. Committee recessed at 2:57 p.m. and reconvened at 3:09 p.m. with all members present save and except Councillor MacNaughton, Councillor Grosso, Councillor Branderhorst and Councillor Prinzen. 7.2 Report of the Finance and Information Technology Department dated July 23, 2026 regarding Procurement By-law and Policy Update Matthew Nestorovski, Purchasing Coordinator, provided a PowerPoint presentation. A question and answer period ensued regarding: • the approval process; • strengthening conflict of interest for staff; • supporting more local procurement; • local preference procedures to move below the trade treaties which is governed by the value of the contract; • provisions for terms in contracts with respect to contracts including terms of conditions when a contractor is not performing; • conducting rosters for procurement; • non-binding requests for quotes; • enhancing the perfor
