Items for Consideration 6.1 Report of the Development Serviced Department dated January 29, 2026 regarding Implications of Updated Population Growth Forecasts for Infrastructure Planning The main motion was put on the floor by Councillor Prinzen and Councillor St-Jean. Cristal Laanstra, Director of Development Services presented a presentation on the Implications of Updated Population Growth Forecasts for Infrastructure Planning. A question and answer period ensued regarding: • the timeline for condition assessments; • the implications of the growth rate; • providing information for the development community; • confirming the timeline for evaluation being June 2026; • if the upgrades are eligible for development charges; and, • the treatment at the point of use, and other creative treatment technologies to water and wastewater; • ensuring there is prudency with existing information available on condition assessment information; • ensuring practicality and economical; • cost of modular unit options; • breakdown between rural and number of units serviced; and • the balance of optimism and data. Councillor Engelsdorfer brought forward an amendment as follows:
