THAT staff be directed to prioritize recommendations nos. 46 and 47 of the Parks & Recreation Master Plan, with an expectation for implementation to commence within the short-term time frame (Years 1-2). The vote was then taken on Motion CW-171-2025 As Amended as follows: THAT report RCF-02-2025 regarding the Parks & Recreation Master Plan be received; THAT Council endorse the Parks & Recreation Master Plan, available as Attachment 1 to this report, as a guiding document for future planning and investment in parks, recreation facilities, and services across Prince Edward County; THAT Council direct staff to incorporate the recommendations of the Parks & Recreation Master Plan into future capital planning and ensure alignment with the Asset Management Plan and annual operating budget processes; THAT Council direct staff to review the Terms of Reference for the Recreation Committees in Q1 of 2026 and to explore opportunities to realign service delivery to reflect the broader community functions these committees support beyond recreation; and THAT Council direct staff to review and update the Facility Rentals and Ice Allocation Policy RCF-01 to clarify equitable access to facilities for all user groups, and to maximize utilization.
