THAT report CSP-06-2026 regarding the Municipal Financial Relief Grant 2026 Guidelines be received; and THAT Council approve the proposed 2026 guidelines for the Municipal Financial Relief Grant and direct staff to take necessary actions to implement the 2026 program according to these guidelines. 7.2 Report of the Operational Services Department dated April 9, 2026 regarding the Millennium Trail By-Law Update The main motion was put on the floor by Councillor Maynard and Councillor Harrison. A question and answer period ensued regarding: • how the issue was not to explore the limitation of user groups; • the definition of winter dates; • the penalty amounts; • the regularity of enforcement; • tree removal and other activities; • make it practical and have enforcement criteria; • adding "at the discretion of Council" to the commercial activities; • the width of vehicles; • the unauthorized use clarity; and, • a review of the fines for pedestrians.
