THAT report OPS-15-2026 regarding the Millennium Trail By-Law Update be back referred to staff to comprehensively review the proposed Millennium Trail By-Law. THAT report OPS-15-2026 regarding the Millennium Trail By-Law Update be received; THAT a By-Law to Regulate the Use of the Prince Edward County Millennium Trail and Rescind By-Law 742-2001 ("The Millennium Trail By-Law"), as set out in Attachment 1 to this report, be approved, and brought forward for enactment at the next feasible Council meeting; THAT staff be directed to apply to the Ontario Court of Justice for approval of set fines under Part I of the Provincial Offences Act for contraventions of the Millennium Trail By-Law, as set out in Attachment 2 to this report; and THAT a By-Law to amend By-Law 4519-2019, being a By-Law to Establish a System of Administrative Penalties for Non-Compliance with By-Laws of the County of Prince Edward, to include the Millennium Trail as a Designated By-Law be approved and brought forward for enactment at the next feasible Council meeting. A question and answer period ensued regarding: • the cost of the operations of the tub grinder for brushing; • opportunities for revenue with brushing; • roadside maintenance; • responsiveness of the Operational Services team; • exploring budgeting options and the winter control reserves; • the impact of external factors such as world events and fuel costs; • the initiatives of turning roads back to gravel; • traffic counts; and • the Rogers broadband project and requesting a presentation; Councillor
