THAT the presentation by Mike Branscombe, Fire Prevention Officer and Elis Ziegler, Affordable Housing Supervisor regarding the Hoarding Action Response Team (HART) be received. 4.2 Andrea Clemencio, Vice-President, and Lena Dianda, Vice-President, Municipal VU Consulting Inc. to present to the Committee regarding the Service Delivery and Organizational Review Interim Update A question and answer period ensued regarding: • comparator municipalities and benchmarking; • the service levels, what it is that Council is gathering the tax money for first; • ensuring the levee revenue is being spent wisely on services; • balancing what people expect and the revenue people expect to pay for the service; • ensuring there is rationale and information for the proposed recommendations; • the "summer" population density and regular population of the municipality; • carrying an asset base and providing services punching above the weight; • how to attune services to balance community expectations; • how there are factors outside of the systemic process; • enabling administrative staff to deliver services efficiently and promptly; • identifying the legislated, core, and discretionary services; • how taxes are collected, including the area rating options or special levees; • the uniqueness of the County; • getting back down to basics, what is tangible; and, • the non-union compensation review process coming after this Service Delivery and Organizational Review.
